Stemler Consulting was contracted to research, write and manage design for the 2019-2023 and 2025-2029 Statewide Comprehensive Outdoor Recreation Plans (SCORP) for Colorado Parks and Wildlife. To receive state funding through the Land and Water Conservation Fund, states must develop a SCORP every five years.
